The Capital Planning Business Analyst serves as the lead point of contact for capital planning and investment control activities supporting a federal IT investment portfolio. This role owns the lifecycle of investment governance artifacts, leads strategic and budget planning efforts, and mentors junior analysts to ensure consistent, high-quality delivery across the portfolio. The position requires strong expertise in federal IT investment governance and OMB Circular A-11 to oversee business cases, earned value management reports, and after-action reviews.
