DREEM Baseline Assessment Study

WUSC seeks a consultancy firm or research institution to conduct a baseline assessment for the second phase of the DREEM initiative, a pan-African program focused on improving access to higher education and dignified work for refugee and displaced youth. The assignment involves establishing a credible starting evidence base, identifying data gaps, and developing a rolling baseline protocol aligned with the program's MERL plan. The role requires meaningful collaboration with Refugee-Led Organizations (RLOs) and adherence to the Mastercard Foundation's Comprehensive Approach to Reviews and Evaluations (CARE).
