About this role

The General Counsel provides legal advice and counsel to the City Council President and all 14 district-level Councilmembers on a range of legislative and policy issues. This role involves supervising legal activities, evaluating the legal sufficiency of proposed legislation, and managing public information requests in coordination with the Baltimore City Law Department. The position also oversees administrative functions, including grant management and records custodianship, to support the Council's operations and public policy priorities.

Responsibilities

Provide legal counsel to City Council President and district-level Councilmembers on legislative and policy matters
Evaluate legal sufficiency of proposed legislation and prepare legal opinions, contracts, and memoranda
Manage Maryland Public Information Act requests and oversee Board of Estimates contract evaluations
