The Housing Authority of the City of Pittsburgh (HACP) is the city’s primary public housing agency that develops, owns, and manages affordable housing and administers housing assistance programs for low‑income residents. HACP operates public housing communities and voucher programs, provides resident and supportive services, and works to preserve and expand affordable housing across Pittsburgh. The agency also offers landlord and vendor services, processes applications and maintenance requests, and partners with community stakeholders and government agencies.
