P3 Subcontracting Manager (Procurement Manager Preconstruction)

The P3 Subcontracting Manager builds and manages the downstream commercial base for design-build joint venture pursuits in the US public-private partnership market. The role identifies and prequalifies trade partners, solicits and levels subcontractor and supplier pricing, and secures binding commitments before proposal submission. Additionally, the position develops disadvantaged and small business participation plans, negotiates downstream agreements, and supports the project team through initial project setup.
