Advanced degree in public health, health economics, health policy, or a closely related fieldAt least 10 years of professional experience working with the Department of Health in the Philippines, the National TB Control Program, local governments, and development partnersDemonstrated experience conducting or leading health financing analyses, health investment plans, funding requests/proposals, or costed health strategies, preferably as lead consultant or team leadStrong understanding of TB program design, implementation, and monitoring in high-burden settingsExperience working with national health insurance schemes (preferably PhilHealth) and public financial management systems
