Human Resources and Organizational Development Expert

This role supports the institutional reform of Armenia's Civil Aviation Committee (CAC) and AASIID under ICAO Project ARM24802, focusing on transforming the current government body into an autonomous, technically competent authority. The expert will conduct organizational assessments, design new HR frameworks, and develop job classifications and compensation structures aligned with ICAO standards. The position involves providing technical assistance to ensure the new entities are financially sustainable and capable of fulfilling their safety oversight mandates.
