About this role

Program Director at ATCC responsible for planning and executing complex technical/scientific programs, leading portfolio leadership, strategic planning, program governance, budgeting, stakeholder liaison, and people leadership.

Responsibilities

Portfolio Program Leadership: Planning, budgeting, staffing, and performance of a portfolio of business unit programs.
Strategic Planning & Business Alignment: Contributing to strategic planning, direction, and goal setting in collaboration with senior management.
Program Governance & Best-Practice Tools: Establishing policies and tracking mechanisms for programs and projects.
Budgeting, Scheduling & Resource Management: Developing program budgets and schedules aligned with strategic objectives.
Stakeholder Liaison & Reporting: Serving as primary liaison with sponsors, customers, and stakeholders, providing reports and updates to senior leaders.

Skills

Qualifications

Bachelor’s degree and 15 or more years’ experience, including 2+ years’ supervisory experience or equivalent experience (PhD + 8 years or Masters + 12 years).Demonstrated ability to lead a federal portfolio of complex technical/scientific programs with significant autonomy, guiding prioritization, sequencing, and decision-making across functional units and/or the enterprise.Experience responsible for program planning, budgeting, staffing, and performance across multiple programs.Experience establishing program governance, policies, and tracking mechanisms (e.g., trade-off analysis, business case development, program reviews, escalation processes, resource planning/allocation, and program performance metrics).Experience partnering with senior management on strategic planning, direction, goal setting, and annual business planning.
